Potato Latkes with Cranberry Jam

4 eggs, lightly beaten
2 tablespoons all-purpose flour

2 teaspoons salt
Freshly ground black pepper
1/2 cup vegetable oil
Fresh chives; for garnish
Cranberry Jam; recipe follows
1 cup sugar
1/2 cup cranberry juice
1 (12-ounce) package frozen cranberries
1 1/2 teaspoons ground cardamom
1 star anise
Pinch salt
Pinch white pepper
