Make the vinaigrette by combining the red wine vinegar, olive oil, salt and freshly ground pepper, shallot and mustard. Whisk to combine.
Salade Nicoise is an arranged salad, not tossed. That is, on each plate, arrange some lettuce, green beans, cherry or grape tomatoes, hard boiled eggs, tuna (or salmon, optional), olives if desired, capers and anchovies. Drizzle with vinaigrette and serve.
