Heat oil in medium saucepan, add onion and sauté until soft. Add rice and lightly brown. Mix the bouillon and the hot water and add to the browned rice. Reduce heat to simmer and cover for 20 minutes.
To make the green sauce, put the cilantro, jalapeño, garlic, lime juice, salt and oil in a blender or food processor. Process until well blended. Set aside until rice is done. Once rice is done add the green sauce to the rice. Only add enough sauce to coat the rice. You may have some sauce left over.
