In a large bowl, add hamburger, eggs, ketchup, water,bread crumbs and onion soup mix, garlic powder and salt/pepper together. Mix with hands combining all ingredients well. If it looks too dry, add more water! If its not sticking together well, add more bread crumbs. Grease 9x13 baking pan and mold mixture into a 1" thick oval shaped meatloaf. Now, mix the glaze ingredients together. Ketchup,mustard and brown sugar. Cover meatloaf with the glaze. Bake 1 hour covered and the last 1/2 hour uncovered. Enjoy!
