In a medium mixing bowl beat the butter with an electric mixer for 30 seconds. Add 1 cup sugar, the baking soda, and cream of tartar. Beat until combined, scraping sides of bowl. Beat in the egg and vanilla until combined. Beat in as much of the flour as you can with the mixer. Stir in remaining flour with a wooden spoon. Cover and chill for 1 hour.
Preheat oven to 375 degrees. In a smal mixing bowl combine the 2 tablespoons sugar and the cinnamon. Shape dough into 1 inch balls. Roll balls in sugar cinnamon mixture. Place balls 2 inches apart on an ungreased cookie sheet. Bake in preheated oven for 10 to 11 min or until edges are golden. Transfer cookies to wire racks, cool.
