1. In large pan cook ground beef, onion and bell pepper until meet is browned.
2. Drain excess grease.
3. In large pot combine with remaining ingredients except sour cream.
4. Bring to boil, cover reduce heat and simmer for 20 minutes
5. Top with sour cream
