Make Salad. Chop Romaine. Chop Tomatoes into quarters, slice green onions finely and mix with shredded cabbage and set aside.
Grill or heat corn tortillas in a Fry pan. Set aside.
Preheat broiler to high. Line baking sheet with aluminum foil and coat with cooking spray. Place Salt, pepper, Cayenne, garlic powder and paprika in a bowl and stir to combine. Sprinkle on Fish. Spritz with cooking spray and broil about 3 to 4 minutes per side.
