Everyone loves this dip -- but you have to do two things to make it turn out delicious. (1) You really do have to carmelize the onions until they are pretty much completely brown. This is the basis for a lot of the flavor. (2) You really do have to let this sit at least a couple of hours before you take a taste. If you taste it before then, it will taste like sour cream and mayo. You need to let it sit!
Heat the oil in a skillet over medium heat; add the onions and the 1/4 tsp salt. Cook and stir until the onions are caramelized to a nice golden brown, about 20 minutes, or even 30 minutes. Don't try to hurry the process, or you'll just end up burning the onions. You don't have to stand there and stir it constantly, just be nearby and stir it frequently to avoid burning.
When they are nicely carmelized, remove the onions from the heat.
Mix together the sour cream, mayonnaise, garlic powder, pepper, and remaining salt. Stir in the onions when they are cool.
Cover and refrigerate the dip for at least 2 hours before serving. Remember not to even taste it before then (much less plan to serve it), because it won't taste right. You need that time for the onion flavor to get into the dip.
Serve with chips or veggies.
