Mix butter, onion powder, chicken broth, carrots, parsely, and garlic powder together in large pot
Bring to boil and simmer, uncovered, 4-5 minutes
While warming mixture, brown the ground beef (seasoned with onion powder); drain
When mixture is done simmering, mix the ground beef and potatoes into the pot
Bring to a boil and let simmer, covered, 15 minutes
While that is simmering, make the white sauce with the flour, butter, and evaporated milk
Whisk well to remove lumps
When mixture is done simmering, add the white sauce
Stir well for 2-3 minutes
Add Velveeta, adding a thin slice at a time and stirring constantly to allow it to melt
Add sour cream, stirring constantly
Once the Velveeta and sour cream have thoroughly melted and been mixed in, remove from fire and allow to sit, covered, for 10 minutes
Stir again and serve
