Meanwhile, whisk corn starch & water together in small bowl until dissolved. Combine soy sauce, sugar, mirin, garlic & red pepper flakes in small saucepan over medium heat until it begins to simmer. Slowly whisk in corn starch. Bring to boil. Reduce heat to med-low and simmer until thickened, stirring often, approximately 10 mins.
Meanwhile, heat nonstick skillet over med-high heat. Add chicken and cooked covered until done, approximately 10 mins. Stir in sauce. Sprinkle with sesame seeds.
Serve over rice.
