Preheat oven to 350 and coat a 1 1/2 quart baking dish with cooking spray
Beat milk, egg whites ad flour together until smooth.
Split open chiles and rinse to remove seeds. Drain on paper towel.
Mix cheeses, reserve 1/2 c for topping.
Alternate layers of chiles, cheese and egg mixture in casserole dish. Pour tomato sauce over the top and sprinkle with the reserved cheese.
Bake uncovered 1 hour til done in center. Let set before serving.
