Mix until light and fluffy, about 2 minutes. If it is too stiff, add more milk, 1 tsp. at a time.
Notes
* If you prefer a less chocolaty frosting, you can reduce the amount of cocoa powder to 1/3 cup. You may need to add slightly more powdered sugar to compensate.
