2. Position a rack in the middle of the oven. Preheat the oven to 350 degrees. Coat the inside of a 9 by 13 inch pan with non-stick spray; set aside. Line a rimmed baking sheet with parchment paper or foil; set aside.
3. To make the cake: Whisk together the flour, baking powder, soda, and salt in a medium bowl to aerate and combine; set aside.
4. In a large bowl with an electric mixer on medium-high, beat the butter until creamy, about 2 minutes. Gradually add the sugar and beat until very light and fluffy, about 3 minutes, scraping down the bowl once or twice. Beat in the vanilla until thoroughly combined.
5. Beat in the eggs one at a time, scraping down the bowl after each addition and allowing each egg to be absorbed before continuing. Add the flour mixture in four additions, alternating with the sour cream. Begin and end with the flour mixture and beat briefly until smooth.
Pour the batter into the prepared rectangular pan. sprinkle 3/4 cup of the streusel onto the prepared baking sheet. Sprinkle the remaining streusel evenly all over the coffee cake batter.
6. Bake both pans for about 10 minutes and then check the streusel only pan. It should be light golden brown (it might take about 12 minutes total). Remove the streusel only pan and let cool on a wire rack. The cake will take about 25 minutes total or until a toothpick inserted in the center shows a few moist crumbs when removed. Cool the cake in the pan on a rack. the cake is ready to use. Alternatively, double -wrap the pan in plastic wrap and store at room tem for up to 1 day before proceeding. the streusel can also be store in an airtight container at room temp for up to 1 day before proceeding.
7. Crumble the cooed cake and combine with 3/4 cup of the frosting. Test by compressing and tasting, and add more frosting only if needed for flavor and moisture. Roll into golf ball size balls. Refrigerate until firm. This can be done 1 day ahead; store in a airtight container once they are firm.
