Suggest a better descriptionCreate a roux with flour and butter. Add in sugar, salt, pepper. Slowly whisk in cream and milk until thick. Stir mixture in with corn and add 1/4 C Parmesan cheese and jalapeño. Put in casserole dish.
Create topping with bread crumbs/butter/cheese. Sprinkle on top.
Bake 350* for 1 hour
