1) Combine pasta and water in a dutch oven. Microwave, covered, on HIGH, for 14-16 minutes, or until the pasta is cooked. Drain the excess liquid.
2) Grate the cheddar and the Parmesan cheese.
3) Place the parsley in a food processor. Process until finely chopped. Add the cream cheese milk, yogurt, garlic (pressed), and salt to the processor. Process until smooth.
4) Add the cream cheese mixture and cheeses to the pasta and stir well.
5) Top with additional parsley and Parmesan cheese, if desired.
