Heat oven to 350. Spray 3 qt casserole with cooking spray.
In medium skillet, melt butter over medium heat. Add onion, and cook, stirring occasionally for 6-8 minutes until tender. Stir in flour, sugar, and salt. Cook for 2 minutes.
in large bowl, place onion mixture, corn, and cheese. Add milk and eggs, stirring to combine. Pour into casserole.
Bake 1 hour until center is set. Cool 10 minutes before serving
