In a medium bowl, stir together all ingredients until combined. Cover and refrigerate for 1 hour or up to overnight.
In a large bowl, toss onions, oil, lime juice , seasoning and garlic. Put in pan or Ziploc so marinate covers steak. Refridgerate 30 minutes or up to overnight.
Heat a griddle or grill pan over medium-high heat. Or turn on broiler. Remove steak from marinate and discard marinade. Add steak to pan and cook 10 minutes for rare to 140. Let stand for 10 minutes and sliced into small pieces.
In a small saucepan, melt butter over medium. hick in flour and cook, whisking frequently, until lightly toasted about 1 minutes. Remove from heat and gradually add milk, whisking until smooth. Return to heat and cook unit thickened and bubbly, 3-5 minutes. Add more milk if too thick. Whish in cheese and seasoning until cheese melted and mixture smooth.
On a rimmed baking sheet, arrange chips in a single layer. Top with cheese sauce, steak. Put under broiler briefly. Remove from oven and add vegetables, jalapenos, cilantro.
