Suggest a better descriptionCook rice per package directions. In a large bowl, whisk together lime juice, honey, and 1/4 tsp salt; stir in jalapeño and white parts of scallions.
Cut away the peel and white pith of orange and grapefruit. Cut them into small pieces and add to the bowl along with avocado; gently toss to combine.
Heat a large skillet on medium-high. Season tilapia with 1/2 tsp each salt and pepper. Add 1 Tbsp oil to skillet and, working in batches, cook 2 fillets until golden brown, about 4 minutes. Flip and cook until opaque throughout, 1 to 2 minutes more; transfer to a plate. Repeat with remaining oil and tilapia.
Serve fish over rice; top with salsa and sprinkle with green parts of scallions.
