Saute butter, onions, mushrooms, and garlic until tender. Add in flour to create a blonde roux - DO NOT BURN - pour in beef broth and cream and bring to a boil. Reduce heat and simmer for 15 minutes to cook flour out. Add S&P and nutmeg and blend until smooth.
