Suggest a better descriptionPreheat broiler to high; Bring large pot of salted water to boil
Combine panko breadcrumbs, Parmesan cheese, large drizzle of olive oil, and a pinch of salt and pepper in a small bowl
Heat large drizzle of olive oil in large pan over med-high heat (ovenproof pan preferred); Add onion and garlic, cook and toss until softened (4-5 minutes); Season with salt and pepper
Add ground beef to pan; Cook while breaking up meat until browned (3-4 minutes); Season with salt and pepper
Stir in tomatoes, basil and water; Bring to simmer and lower heat; Simmer until saucy (4-5 minutes); Season with salt and pepper
While sauce pan is simmering, cook tortelloni (3-4 minutes), stirring occasionally until tender; When done, remove with slotted spoon and transfer to sauce pan
Gently stir in baby spinach and sour cream into sauce pan; Simmer until wilted
Sprinkle panko mixture over tortelloni blend (if sauce pan isn't ovenproof, transfer tortelloni blend to casserole dish)
Put in oven and broil until brown (2 minutes)
