Crust: Stir sugar into melted butter. Blend in crushed pretzels. Bake 10-15 minutes or until browned and bubbly. Cool completely.
Top Layer: Boil water. Remove from heat. Stir in jello, stirring until jello is completely dissolved. Add frozen strawberries. Cover and chill until set.
Middle Layer: Blend cream cheese and sugar completely. Blend cool whip in, blend well.
Assembly: Spread middle layer evenly over crust. Taking a fork stir it throughout the Jello-strawberry mixture, breaking the Jello up. Spoon evenly over middle layer.
Serve or refrigerate.
