Mix bottom layer ingredients together and put in 9inx13in pan and bake for 5-8 minutes.
Mix cream cheese and sugar together then fold in the cool whip.
Spread over pretzel mixture.
Pour boiling water into jello and stir then add frozen strawberries to jello.
When it begins to gel spread over cream cheese mixture.
Refrigerate until set.
