Cook rice. water, and salt in pressure cooker; 20 minutes at 15 lbs Let stand until pressure goes down on its own.
Brown ground beef. Add celery, onion, green pepper and saute..
Add pizza sauce to meat. Add rice to meat mixture. Add tomatoes.
Bake 350 degrees for 1 1/2 to 2 hours. Top with grated cheese last few minutes of baking.
