Dissolve bullion cubes in a cup of water. Micowave will help in this endeavor.
Brown hamburger meat and drain fat.
Place meat back in skillet, add chopped onions and dissolved bullion cubes. Stir occassionaly as you cook on medium heat until onions are clear. Turn the heat to very low to prevent the flour from browning. Sprinkle flour over the meat until covered. Stir the flour into the meat and mix thoroughly. Add milk and stir until the gravy is the desired consistency. Sprinkle the black pepper over the gravy and cook for about 10 minutes. Make sure to stir often. Serve over biscuit or toast.
