Saute onion in oil. Stir in flour, parsley and basil. Remove from the [an and set aside. Add clam juice and garlic and reduce by half. Add wine and cream. Stir in onion. Cook until thick. Add seasonings and clams. heat through and serve over pasta.
Dried parsley works just fine.
